That should depend on the gender the incarcerated person identifies with.

I'm not sure why gender non-conforming behavior should be restricted. It is an essential expression of freedom of speech.

10. When should therapies, such as conversion therapy, that seek to alter patients’ LGBTQ+ identity or change the behavior associated with such an identity, be allowed? When should they be restricted? Does it matter if the patient is a minor?

Never. The harms of "conversion therapy" are well documented and children should be protected from the harm they cause.
